• 2005年5月4日，国家环保局颁布GB 18352.3–2005，明确了从第三阶段排放法规开始对OBD功能进行要求。

• 2005年12月23日，北京环保局和北京市质量技术监督局发布[京环发(2005)214号]，公告宣布自2005年12月30日起，在北京市销售新定型车型（包括全新产品及产品扩展与更改）须安装车载诊断（OBD）系统。2005年12月30日前已定型上市销售并通过国家第三阶段排放标准审核的车型可延迟安装OBD系统。
• 2006年11月15日，北京环保局再次发布公告[京环发(2006)214号]，重申半个月后的12月1日起，北京市将停止销售未安装车载诊断系统（OBD）的国Ⅲ轻型汽车。
• 2008年6月24日，环境保护部发布《车用压燃式、气体燃料点燃式发动机与汽车车载诊断（OBD）系统技术要求》，并宣布此要求从2008年7月1日起实施。

CARB (California Air Resource Board)

• 1985年立法，1988年开始实施，即OBD-I。
• 1989年立法，针对1994–1996及以后生产的车型，即OBD-II。
• 从2004年开始实施OBD-II的升级版，即OBD-II Update，对OBD系统提出了更高的技术要求。
• 2005年11月16日开始对OBD相关要求进行新的修订，2007年11月9日最后通过。
